What is deconfliction?
Deconfliction is a database for law enforcement agencies to enter investigative target information to make sure there are no conflicts with other law enforcement officers/agencies. Deconfliction should become as common a process in an investigation as writing a report.
Who should deconflict?
LEOs who conducts any type of investigation. Those who are in traffic control need not deconflict for minor traffic violations, as we cannot deconflict for a traffic stop due to time constraints. However, if you are taking the time to search the vehicle for narcotics, please deconflict.
How do I submit a request?

What can I enter for deconfliction?
Phone Numbers (must include area code; must include country code if outside U.S.)

IP Addresses (must include decimals ex. 11.123.456.789)

Email Addresses (must include domain ex. john.doe123@yahoo.com)

Username (this could be a website username, email username, social media app username, etc.)

Passport (just the number will suffice ex. 123456789)

Subjects (Must include first/last name, gender, full DOB; very helpful to add race, SSN, DL and FBI numbers)

Vehicles (Must include state, full plate number. VIN, make, model, year also helpful to add)

Addresses (Must include city and state, as we can deconflict all the U.S.)

Websites (ex. For FaceBook, you can use https://www.facebook.com/firstname.lastname )
What if I have multiple requests?
You can submit as many entities as needed for as many cases as needed, and also attach as many forms as needed in one email. We will automatically enter everything under one case number if you do not specify if any entities need to be separated under a different case.
Should I deconflict a victim in an investigation?
No. We can only deconflict suspects and confidential informants or sources.
What if my subject has more than one name (i.e. maiden name, or goes by a middle name)?
Submit the alias as a separate subject. If your subject has a hyphenated name or two last names (ex. Doe-Smith or Doe Smith), our new system will search all last name variations.
What if my subject is a juvenile?
If your subject is a juvenile, and a possible suspect in an investigation, then yes, they can be entered!
What is a CE number?
CE is the Case Explorer number. It is a confirmation number that is unique to your case or event. It is important to keep this number, as we ask for it when you are wanting to add to an existing case. You will also use this number on your reports as proof you deconflicted.
I don’t have a case number yet, what do I do?
If you do not give us your agency’s case number when submitting a request, we will auto generate a generic OIC case number for you (ex. OIC2021123456) You can ask us to update the case number at a later time to one from your agency if you choose.
What’s the difference between Case and Event?
A Case is a long-term case. We input everything under a case, and you will be notified of any matches for 3 years, or until you notify us to close the case; whichever comes first. An Event is for active addresses. It is only active for up to 90 days at a time. It is solely for addresses you are physically at conducting investigations (surveillance, trash pulls, search warrants, ci/buy, knock/talk, arrest warrants, etc.)
What is the difference between long-term and an active event for an address?
Long-term is considered inactive and is for case building documentation purposes only. Entering an address long-term searches for exact matches only. Active events will be entered up to 90 days max at a time and will search a radius of 950 ft for other active conflicts. If you are doing anything physical at the address (surveillance, trash pulls, search warrants, ci/buy, knock/talk, arrest warrants, etc.) then it needs to be entered as an active event so it will search surrounding areas for conflicts.

**** Please understand that entering an address long-term when you are conducting anything active at the address defeats the purpose of deconfliction and is not conducive to promoting officer safety. You are essentially interfering with another agency’s investigation across the street if you are actively doing anything (surveillance, trash pull, search warrants, etc.) at an address that you entered as inactive long term. ****
I got a match/conflict. Now what?
We will give you all the contact information for the conflicting officer/agency when we send your return to your work email. It is your responsibility to contact them to resolve the conflict. If you get an automated email, you can disregard it. We will send you a more detailed email. The only automated email you should keep is the one notifying you an active event will expire in 24 hours.
My address expired, but I’m still conducting active investigations there, what do I do?
You will receive an automated notification that your active event is expiring. Once it expires, you will no longer be notified of any conflicts/matches. It is your responsibility to keep it active to continue to prevent blue on blue conflicts in the surrounding areas until your investigation is complete. You can renew the address for another 30 days as many times as necessary until your investigation is complete.
What is an NVPS Match?
NVPS (National Virtual Pointer System) is a delayed hit on a subject. The match may or may not be valid, since NVPS returns no further information other than the match itself, so it is suggested that you contact the case agent shown in the match.
I’m done with my case. What next?
When you’ve concluded your investigation, notify us to close the case in our system so you will no longer be notified of any future matches/conflicts. If it is an active event and you are finished with the address, just let it expire and you will not be notified of any future matches/conflicts.
Can I request a list of all my deconflictions?
Yes, you may request a list of your own deconflictions. If you are a supervisor needing a list of an officer's deconflictions, please fill out the Audit Request form. Please email the administrator Brandy Johnston at bjohnston@obn.ok.gov to submit these requests.

NOTE: Deconflictions are entered in the order they are received. Since we deconflict for all LE agencies within Oklahoma, please do not wait until the last minute to deconflict. However, we do understand sometimes things “pop up” and in those instances, we require you to notate that it is an urgent request in the subject line of your email or let us know when calling in your request.
